Yes it is possible and you can transfer without a pump by using industrial liquid withdrawal cylinders which have drop tube within the cylider extending
down to the bottom of the liquid. Of course the floww will stop when the pressures equalise and you will need a small positive displacement pump
to transfer more liquid. I fitted dual fuel systems to cars in the 70's
when we had petrol restrictions.
