For a start it is dangerous to overpressurise the tank as this can cause some units to 'blow off' and you may cause a major problem elsewhere in the system! On a trip to Scotland I called for gas and did not keep an eye on the pressure being put in the tank (it turned out to be 54bar due to a technitions error setting the pump up. It caused the system to lock up which meant I had two over pressurised tanks of LPG and no means of getting the gas out safely withot help!
Could be the wiring to the guage on the top of the tank multivalve is at fault or the guage itself (this is where the system gets it's information about fuel levels) or you may simply have a dud change-over unit (switch). Or the tank multivalve is seized up in which case you need an expert to pump the fuel out before changing the multivalve as I did. DO NOT JUST TRY TO VENT IT!
The tank will need to be then opened and left to lose all residual gas for 48 hours. Good luck with it and let us know what happens. Frank.
