My understanding is that the small screw is a jet restricter that will allow a fixed amount of gas through regardless ov revs whereas the larger screw is a reponsiveness screw and will vary the amount of gas in the idle/ low rev range.
My OMVL convertor is running the vehicle with the small screw fully closed and the large screw wound out a few turns.
